It was a female with faded wings looking to oviposit but the USDA People's Garden at USDA/ARS Research Center on F&B Road only has a few milkweed plants emerging as of today.

I did not have my camera but photos show Monarch Waystation where female was flying plus small size of emerging milkweed leaves (Asclepias curassavica)
