This is a second location only a few feet from the one covered in foliage and flourishing with earthworms.
This location was not covered with leaves, however it had a type of moss growing on the topsoil. I was surprised to find fewer worms.
It seems under certain conditions foliage contributes the the earthworm population by keeping the moisture consistent and add to the worms food source.
