this is a wastewater treatment facility with newly installed cleansing ponds and wetlands. Unfortunately, the 400+ mix of swamp and common milkweed plantings did not successfully grow. There are numerous blooming button bushes in the area at this time and covered with swallowtails, bumble bees and other moths. I assume the monarchs could possibly be feeding from these bushes.
