spotted a single monarch photo attached

There are SO few Skippers here this year. Last year we were loaded with them! I have one that is new to me. It's tiny, the size of my pinky nail and is blue in color when flying. The wings look white when it is resting in place so they must be blue in side. Do you know what that might be?
