We saw over 160 monarchs flying around Grand Haven beach on Lake Michigan. Many were flying out over the lake, some were flying north against a 15mph north wind and some were following the wind south. Are they just massing along the lakeshore from inland areas? Why would they fly out over the lake?

[Additional information contributed by observer, added by Journey North, 09/10/21]:

We were at the beach for 4 hours I think, from 11am -3pm. We watched them going in specific directions. If we thought one was returning from where they went we didn't count them. They sometimes stopped and landed in the sand. Sometime we'd see 2 traveling and circling each other. It was 75 degrees and windy.
