I visited 15 locations that I monitor on a 3 mile walk, and observed no monarchs. I even backed tracked 6 of those locations a couple of hours later, and still no monarchs. This was between 12 PM and 4 PM. At my house, I saw no monarchs to 5 PM, when it started to rain. The weather was mostly cloudy with the Wind ESE at 6-10 mph. The Temperature topped out at 68F. So far this September (to the 12th), I have counted 43 monarchs as compared to 504 last year!
