We always have so many eggs and a lot of evidence of small caterpillars chewing on the milkweed leaves, but very few (if any) caterpillars mature to 4th or 5th instar. There are wasps that are eating almost every small caterpillar. The largest caterpillar I spotted today was probably only a 2nd instar.
