Milkweed planted in spring, perch for chrysalis, bird bath for butterflies to drink, filled with baked clay (Turface MVP) and diatomaceous earth (oil absorber); you could use kitty litter or zeolite, too. Drip irrigation, shade would help with evaporation.

I watched resident Monarch juvenile drinking from wet brick, and got an idea, I think they like the minerals too.
