I live in Coeur d Alene Idaho and am extremely familiar with bald eagles. Saw a single female bald eagle hunting the San Leandro bay lagoons in Oakland near hegenberger ave and Doolittle just north west of it at around 200 feet. Confirmed it by the flat wing spread white tail and head, circled with several seagulls. Then flew eastward towards San Leandro.
