flying ca 25 feet above the Gardiner Expressway westward with line o sight space over the CN rail lines at 11:20 EDT. Partly overcast with noticeably low level cloud cover. I was driving in slow traffic and glimsed it flying strongly against a gusty SW wind from as close as ca. 100 feet.
