At Lighthouse parking lot filled with cars and people. None perched at or near lighthouse or lighthouse keepers quarters or along edge of beach. All in flight but without direction. Flying singly not as a group mid morning. No other monarchs seen in exploration of various areas of the park. Tagging not permitted here without special use permit which requires application and review in advance of arrival.
