Sorry for the poor quality of the photo. One of the eagles is in the upper left. The pair were hovering in strong winds over what we think was a merganser duck that was diving. The duck went under and stayed down a long time. The eagles left the scene. Wondering whether duck was the prey or perhaps some fish that happened to be near.
