Late afternoon, driving south. Spotted an adult struggling to fly across the road from east to west into a very strong West wind at roof height of my car. It was definitely in directional flight. Counterintuitive to my way of thinking, to be fighting against such a strong wind. I’m not sure if it made it across the road as there was a pickup truck coming behind me. Temperature at the time was approximately 30°C, bright sunshine with very few clouds. Obviously no photograph since I was driving but definitely a Monarch.
Environment Canada data at 16:00: wind WSW 30 km/h with gusts up to 54 km/h, barometric pressure 100.5 kPa, mainly sunny. At 17:00 winds were 35 km/h with gusts up to 50 km/h. It was closer to 17:00 when I saw it.
