This was found in the North Haven recreation pool parking area islands where many Common Milkweeds (Asclepius Syriaca) are blooming. It looks like it is in 4th/5th instar caterpillar. This is the first monarch I have seen this year in any stage, egg, caterpillar, or even adult butterfly! Also it is the latest of any year I have been monitoring.
