I asked other gardeners on Facebook and it sounds like this could be a Western Pigmy Blue Butterfly which is my understanding a rare find in Utah. Sadly I am unable to upload more than one picture but the top view of the butterfly had blue in the center with a orangish color along the outer areas of the wings just like the images we see of the Western Pigmy Blue Butterfly. They were gathering on my Zig Zag Gama Grass in our park strip. We saw over 5 of them. My daughter did some research and found that they migrate from Oregon down to Mexico.
