We planted our tulips at the end of October. The ground was quite compact so we had to work very hard to chunk it up. We were concerned that we were not able to bury the bulbs deep enough, especially because winters are long and cold in Maine. Luckily we had significant snow fall during the first week of November and we are hoping the snow will provide extra insulation for our tulip bulbs.
