We planted our tulip bulbs rather late this year. We had a terrible snowstorm - lots of high wind - so we had to wait for the snow to melt and the ground to dry up a bit. Shortly after we planted our bulbs, we had beautiful warm days. We rarely have these kinds of nice temperatures into December.
