Monarch Question

Sorry if I am using this e-mail address inappropriately. I have
a question rather than an answer to a challenge.

A friend of mine who worked in Panama several years ago
witnessed a spectacular monarch migration. There were
so many of them that one couldn't drive a motorcycle on
the highway for fear of skidding on the bodies. Since Panama
is quite a bit further south than Mexico, this implies that
this is a wholly different population from the one that
winters in Mexico.

Could he have been seeing a different but similar species?
Is there another migratory population of Monarchs that
moves between other South and Central American
countries? =
