    The U.S.Federal Conservation Agency wants to know the number of humpback
    whales outside the U.S. waters because they are endangered and they need
    to continue protecting them. They need to know the activities of people
    to keep the whales safe from being hunted and make sure the hunting laws
    are followed. They need to make sure that whales are not dieing of
    diseases and calves are being born. These are indicaters of changes in
    the environment.
