Mexico's lagoon make such good whale nursuries because they are born lean and relatively blubberless so the shallow loagoons help newborn to conserve body heat. Also, the lagoons are narrow which makes it hard for man to get through wtih boats and harm the whales. Last, some predators are scared of the shallow waters because it is too close to the surface of the water so they don't come around there trying to harm the whales.
