"How high were the monarchs flying by the 54th floor window in downtown Dallas? Had you been standing on the ground could you have seen them with binoculars? With the naked eye?"
According the chart you can not see a monarch with the naked eye past 200 feet. If each floor were 10 feet, and there are 54 floor, 540 feet, you would not be able to see them from the ground. If you had binoculars may be you could see them it would depend on how good the binoculars were.
