    The weather conditions go from cooler to warmer. On the map there is a scale from light blue to red, red indicating the warmest. In 2001, the map shows mostly blue, so the water is cooler. From 2003 to 2004, the map shows more red, which means more warmer water. This means the manatee count is higher in warmer water.
