What are some reasons why North American owls might breed in mid and late
    winter?

Because God planned it that way. When the Great Horned owlets hatch, their
appetites are huge. The food is easier to find in the winter season because
the rodents, are more plentiful and easier to spot on the white snow. Since
the leaves haven't grown on the bushes & trees yet, they are easier to see.
The owlets grow so fast that it is necessary that they eat a lot.
