Bald Eagles are found in New York State in the winter months because during the Canadian winters it gets very cold. In Canada, the lakes probably get frozen, so they can't get their main diet, fish. New York State's temperatures are warmer than Canada during the winter. The warmer weather will break up some of the lakes which allows the eagles more acess to fish.
